How does a quill stem work on any frame?

Like Peter said, a quill stem goes with a fork that has a threaded steerer tube. Threadless stems go on forks with steerer tubes that, well, don't have threads. Each requires its own style of headset, and parts from one style are not interchangeable with parts from the other.
